MOEF says no extension of EC for Reliance Siyom project

ITANAGAR, July 31: Ministry of Environment and Forests (MOEF) has refused to extend the validity of environmental clearance to the proposed 1000 MW Siyom (Siang Middle) Hydroelectric project after the expiry of five years stipulated period. The environment clearance for the project was given in 2005.

On 2.12.2009, the Reliance Energy had written to the Ministry for extension of the validity period of the project, which was to be executed by NHPC.

Experts say that Reliance would need fresh environmental clearance, which could include fresh conduct of public consultations too before it can take up construction.  

On Jan 31, 2008, Ministry of Environment and Forests transferred the environmental clearance letter for implementation of the project, as per clause 11 of EIA notification, 2006 with the condition that the terms and conditions mentioned in the environmental clearance will remain unchanged. However the Project could not take off on time.

The Siang project is located in 12 km upstream of Kaying village near Raying on river Siyom in West Siang with a total land requirement of  2854.36 hectare. Out of that 2751.93 ha. is forest land out of which 1891.41 ha. forest land is going to be submerge.

The capital cost of the project is 4699.81 Crores.

According to studies, a total of 1070 persons from 209 Tribal families in nine villages will be affected due to this project, out of which two villages are fully submerged and seven villages are partially affected. The affected families would be rehabilitated as per R & R plan proposed in EMP report.

 

 

Dr Kalam to visit Arunachal

ITANAGAR, July 31: Former President of India Dr. A.P.J Abdul Kalam is arriving at the state capital on a two day visit to the state on Aug 3 next.

On Aug 4, Dr Abdul Kalam would attend the second convocation of NERIST as Chief Guest.

The first convocation of the Institute was attended by President Pratibha Patil last year.

Director NERIST Dr Joram Begi said that final touches for the programe are being done.

Some 300 student would receive their degrees while Diplomas and base module will be admitted in absentia.

Meanwhile, the former president who is well known as the People’s president would meet school children from various schools of the state at the Darbar Hall of Raj Bhawan, Itanagar at 5.00 PM on Aug 3 next.

Apart from 200 school children with their teacher and escorts, the Governor Gen J.J Singh, First Lady Anupama Singh and others would attend the program. NE TV will broadcast the programe live.

 

RGUSU meet Kapil Sibal, submit demands

ITANAGAR, July 31: A four member Delegation of Rajiv Gandhi University Students Union (RGUSU) met the Minister of Human Resources Development Kapil Sibal in New Delhi recently.

The students submitted a three point’s memorandum which include introduction of physics, chemistry, sociology and law courses, construction of  indoor Sports Complex and enhancement of fund for the infrastructural developmental of the University.

The Union informed that MHRD has assured to initiate action to meet the demands of the students.

The student further said that Ministry of Human Resource Development informed the delegates that UGC has already sanctioned Rs 15 crores to RGU during 11th plan (2007-2012) of which utilisation certificate of  Rs 5 crore is yet to be submitted to the concerned authority.

RGUSU further informed that it presented a strong memorandum armed with factual documents as evidence for immediate removal of Vice Chancellor Prof. K.C Belliappa.

The ministry informed the delegate that a new fact finding committee has been constituted after withdrawal of earlier one man committee headed by Prof. A.C.Bhagawati, the former VC of RGU.

The minister further informed the students that the government will take appropriate action based on the report of the committee within stipulated time to restore normalcy.

The RGUSU delegation also met the Chairman of University Grants Commission Suka Deo Tharot on July 26. The Union informed that it submitted documents relating to VC besides demand for creation of new departments, construction of  indoor Sports Complex and boundary wall. The students informed that UGC boss had called for proposal from the VC in charge pertaining to the demands of the students.   

The RGUSU team also met the Minister of State for Rural Development Agatha Sangma and briefed her on the ongoing agitation by the students of Rajiv Gandhi University. The Union also met Secretary MHRD Vibha Puri Das.

RGUSU who met the MPs Takam Sanjay, Mukut Mithi and Ninong Ering informed that Sanjay has assured funds for construction of RGUSU office at the Campus while Mithi agreed for grant of funds for construction of sport complex within the university campus.

RGUSU has further threatened to continue its agitation if the central government fail to remove Vice-Chancellor Prof. K.C Belliappa within a short notice.

 

Burmese nationals nabbed, ALSU calls for enquiry

ITANAGAR, July 31: Three Burmese nationals were arrested at Pasighat, East Siang District and sent to seven days police custody.  Hreluaia, Teliana and Boilan Jaho have been allegedly staying at Pasighat for over a year without valid papers.  

Chief Auditor Arunachal Law Students’ Union (ALSU) Taniram Mingki in a representation to the Director General of Police has called for constitution of a high level enquiry committee to look into the details.  

Minki said that the three were living in a rented house of one Otu Gao, Sub-Inspector with Arunachal Pradesh Police (APP).

Minki further said that the trio in connivance with locals was engaged in smuggling of endangered species.

 

VKV felicitate toppers

ROING, July 31: The All India Secondary school Certificate Examination (Class-X) toppers for the year 2010 of Lower Dibang Valley district were felicitated on the occasion of Guru Purnima here at Anchal Samiti Hall yesterday by Vivekananda Kendra-Arun Jyoti under the sponsorship of State Bank of India, Roing branch.

The AISSCE toppers for the year 2010 of the district were (1) Haroon Rashid (9.8) of Divine Word School, Roing, (2) Manish Kr Singh (9.4) of Govt Hr Sec. They were awarded with prizes along with a meritorious certificate.

‘Unplugged Night’ enthralls audience

ITANAGAR, July 31:  The performers in ‘Unplugged Night’ a western musical concert enthralled the  audience  including  young and aged at Siddhartha Hall Itanagar yesterday. The programme was organized by Mascot Network Society.

Though the programme started little late than scheduled time,   performances of the local bands -- HELLGATE, FAR CRY and THE METHODS held the audience spellbound making the event a memorable one.

For the first time three amateur instrumentalists performed Metallica’s nothing else matters using two violins and a single acoustic guitar.

THE METHODS band helped by a guest guitarist Sonnie was the first to perform in the Unplugged Night. They made a good beginning in the programme with their first number drive by Incubus.  FAR CRY performed The Wonders “that thing you do,”as their last number. The last band HELLGATE left the listeners wanting for more with numbers like interstate love song by stone temple pilots, strange kind of woman by deep purple, love me two times by the doors and even flow by pearl jam.

 

RTI Act is the gateway of transparency: Payeng  

ITANAGAR, July 31:  The three-day state level training programme on RTI-2005  concluded at Naharlagun today.

Addressing in the valedictory function at  ATI, State Information Commissioner Habung Payeng said  RTI  Act is the gateway  of transparency in Government. Successful implementation of the RTI Act is a step towards bringing transparency in the  Govt machinery.

Each and every line departments of the government should proactively disclose the information under the section 4 of the RTI Act-2005, so that transparency, accountability and good governance can be achieved.

Bihar Government has already started the RTI helpline in order to fecilitate the citizens for getting any type of information from any corner of the state, he pointed out and  said that public information officers or assistant public information officers  get sufficient time period of thirty days for normal  RTI applications and 48 hours for the applications relating to life and liberty of the applicants. Therefore, he called for smooth process of RTI applications by the officers concerned.

The Course is being conducted under direct guidance of Narayan Sahoo, Assistant Director (SIRD) along with eminent resource persons including Pema Tshetan, Director (ATI), Mamta Riba, Member Secretary, APSCW, Jyotish Roy, Technical Director (NIC) and many others. All together 30 participants from Papum Pare district including administrative officers, engineers and line departmental functionaries were attended the programme.

The programme came to an end with recommendation to state Government  for amending the prevailing Arunachal Pradesh Right to Information Rules for substituting the direct receipt of cash for obtaining information  instead of  treasury challan system, which is not feasible in the far flung interior blocks of the state.  It also called for suitable support from state Govt for RTI training and creation of data bank in each and every department.

 

Ete calls for school management committee

Aalo, July 31: Parliamentary Secretary Civil Aviation Gadam Ete speaking at the inaugural function during the up gradation of Pobdi M.E to Secondary School said that school committee comprising of all sections of society should be constituted to look into the welfare of the schools.

Ete said that education is for all and path for self enlightenment while calling upon the students to work hard.

He further said that priority for hostel accommodation should be given to students from far flung areas.

Deputy Commissioner Amjad Tak said that the performance of boys of West Siang in competitive exams is on declining trend and there is need for retrospection.

We should take a pledge to educate all the children and inculcate a sense that education is for overall development, he added.

Former MLA Tumpak Ete said that the habit of taking Poka (local wine) among the tribal communities is one of the main deterrent to development in a society.

Prominent public leaders, alumni besides the villagers attended the inaugural function.

 

ITBP-sponsored vocational training

ZIRO, July 31: A-month long training course on ‘cutting and tailoring’ for women organized by Gambii Reela Society (GRSH) and sponsored by 10th Bn. ITBP, Kimin under its Civic Action Programme (CAP) began at Arun Kutir Udyog here on July 29 last.

Inaugurating the programme, Rajesh Kumar Tomar, Commandant, 10th Bn. ITBP Kimin highlighted the scopes and benefits available for the well-trained tailors and urged the trainees to be sincere and dedicated during the training course. After completion of the training, ITBP will extend all possible help, particularly to those who are sincere and deserving, Tomar assured. He further said that there are thousands of armed forces whose uniforms could be stitched by them provided they get fully trained.

Disclosing that the training programme has been sponsored by ITBP on constant persuasion from GRSH’s chairman Narang Chatung, the Commandant said, if the training is found to be successful, they will bring more training courses like beautician training, bee-keeping etc in collaboration with GRSH in future.

He, however, cautioned the trainees not to expect any stipend for attending any training organized or sponsored by them. The main aim of ITBP’s training under CAP is to make un-employed people economically self- reliant or to get them absorbed in self employment, he added.

Later, GRSH’s chairman Narang Chatung expressed gratitude to ITBP Kimin for sponsoring the training programme and appealed to the participants to be sincere and dedicated saying that "If this training programme is failed, ITBP may not bring similar programme in future".

 

Vikas Ratna Award

ITANAGAR, July 31: Bamang Kumar, Chairman, Kera Dadig Multipurpose Society, Sangram, Kurung Kumey District has been awarded the prestigious ‘Bharatiya Vikas Ratan Award’ and ‘Rashtra Ratan Award’ for his individual contribution towards development of social, economic, health & education sectors.

Both the awards have been conferred on him by ‘All India Business Development Association’ and ‘Global Society for Health and Educational Growth’, Delhi in its joint National Level Seminar on "Individual Achievements For Economic & Social Development" on July 19 last at Gulmohar Hall, India Habitat Centre, New Delhi.

Dr. Taba Heli, Programme Coordinator, Khrishi Vigyan Kendra (I.C.A.R), A.H. Vety., Papum Pare has also been honoured with prestigious ‘Bharatiya Shiksha Ratan Award’ on education and rural development sector.

Dr. Bhishma Narain Singh, Former Governor, Dr. G.V.G. Krishna Murty, Former Election Commissioner, Anees Durrani, Secretary, All India Congress Committee among others attended the function and distributed the trophies, medals and certificates to the recipients from various states.

The members of Kera Dading Multipurpose Society lauded both Bamang and Dr. Taba for bringing laurels to the state by winning all the prestigious awards.

 

Training on SHG by KVK-Upper Siang

YINGKIONG, July 31: A day long Training programme on Formation and Management of Self Help Group (SHG) was conducted by the Krishi Vigyan Kendra (KVK) Upper Siang at Sijer under Geku Rural Development Block yesterday.  

The program was attended by a group of farmers, including women, unemployed youth, Panchayat members and local leaders.  

Programme Coordinator, KVK- Upper Siang Dr. D.S. Chhonkar said that KVK is for the prosperity of farming community of the region.

 Main session of the programme was conducted by Subject Matter Specialist Indrajit Barman.

Barman described the SHG concepts and its importance, features, principle, advantages and functions.

During the interaction session, the trainees took part very actively and raised number of questions regarding KVK and SHG. The trainees also requested Programme Coordinator KVK to organize such programme in future for the benefit of villagers. They were further keen to visit KVK –Upper Siang, Geku.

 

PR leaders clarify

ITANAGAR, July 31: The 11-member committee was formed by Food and Civil Supply Minister to discuss the grievances regarding sub- allocation of AAY and BPL food grains to head load fed circles in Kurung Kumey district, clarified a group of ZPMs and ACPs in a release today.

The panchayat leaders further claimed that the Minister formed the committee after he went through the clarification letter of DC.

Reacting to the statement published in local dailies recently questioning the formation of the committee, the Panchayat leaders said that the ZPMs and Anchal chairpersons of road head circles should not  be confused with  the formation of committee.

 

 

Condolences

ITANAGAR, July  31: The Dongda Welfare Society(DWS), Donyi Colony Welfare Society (DCWC), All Arunachal Pradesh Government Departmental Labour’s Union (AAPGDLU) and  the Principal, staff and students of the Govt Hr.  Secondary school, Itanagar deeply mourned the untimely death of Late Dongda Lonia who died on July 29 after prolonged illness.

He was a peon of Govt Hr Secondary School, Itanagar, Treasure of  DWS, former president of DCWC and games and sports secretary of AAPGDLU.

The members of the organizations, school fraternity in separate condolence meetings expressed deep sense of condolence to the bereaved family and prayed for eternal peace of the departed soul.

ITANAGAR: The Ex-servicemen Cell of Arunachal Pradesh Congress Committee is observing the 90th death anniversary of Bal Gangadhar Tilak at Rajiv Gandhi Bhawan, Itanagar on August 1.

ITANAGAR: Arunachal Pradesh Artiste Forum, Papum Pare District Unit will organize a Mega Cultural Show at Sagalee on August 15.

Prominent artistes Marto Kamdak, Pebi Ado, Teli Demin, Rade Karso, Rerik Karlo, Neelam Pope, Kipa Rubniang and Bamang Loram would also attend the programme.
